Principles

Confidentiality and data

Confidentiality

Institutional analysis is governance-sensitive. Detailed materials and extended methodology are shared only within appropriate confidentiality frameworks, so institutions can explore reform in a secure, controlled setting. Access to documentation may follow an initial dialogue, under NDA where appropriate.

Data security and sovereignty

Institutional data is used only for the active engagement — never shared, sold or disclosed — under project-specific confidentiality terms. Depending on sensitivity and classification, analysis runs in air-gapped environments or with controlled, restricted internet access.

GARI does not seek operational control. Institutional authority remains with the requesting organisation.
