Principles

Why this composition

Non-partisan by design

A balanced mix of international, academic and private-sector members keeps the Institute’s analyses and models strictly technical and objective, and shields them from political exposure. Disclosure under NDA protects that independence.

Methodological validation

AI and data expertise sits next to institutional and legal expertise, so the analytical instruments — including algorithm-informed governance assessments — meet international standards of safety, confidentiality and accuracy.

Who does what

Delivery model

Expert-led evaluation

Institutional evaluation and human-in-the-loop (HITL) review are carried out by domain experts. Every analytical finding is validated by a specialist before it reaches leadership.

Subcontracted IT implementation

IT implementation is delivered with vetted subcontractors, under GARI’s governance, quality control and confidentiality terms.

“Efficient institutions. Every unit of public money accountable.”
